Arti 1.4.2 is released: RPC is stable, Conflux development continues

Arti is our ongoing project to create a next-generation Tor client in
Rust. Now we’re announcing the latest release, Arti 1.4.2.

With this release, Arti’s RPC interface is now officially stable,
and ready for testing.

This release also continues development on the full Conflux implementation,
to improve performance by sending traffic over multiple paths.
